James Fuller

James Fuller is currently providing international consulting services to law firms, private corporations, and other entities, including Southwest Consulting Group. Based on his years of government and private sector experience he provides subject matter expertise, direction and insight into U.S. export regulations, immigration, and the government investigative process.

James retired after a 23-year career as a Federal Agent and Criminal Investigator, 13 of these years were with the U.S. Department of Commerce's, Bureau of Industry and Security, Office of Export Enforcement. He was a member of the prosecution team for the investigation of ZTE Corporation. ZTE, the 4th largest telecommunications company in the world, pled guilty in 2017 to export control violations and paid $1.7 billion in criminal and administrative penalties. He was also part of the U.S. Department of Justice's Monitorship for the probation of ZTE where he provided advice and direction regarding identifying and avoiding potential violations of export regulations.

During his career James received numerous awards and commendations including the Attorney General’s Award for Best Litigation Team, FBI Directors’ Award, Office of the Director of National Intelligence’s Investigative Award, OEE Special Agent of the Year, and a U.S. Department of Commerce, Gold Medal, the highest honor in the Department. Prior to U.S. Department of Commerce, he served as an Immigration Enforcement Agent and a Deportation Officer with Immigration & Customs Enforcement. James graduated with a bachelor’s degree from Kean University and served in the U.S. Army.
