Tracy began his career with the U.S. Customs Service where he investigated a variety of import and export violations. He then transferred to the U.S. Department of Commerce’s Bureau of Industry & Security, Office of Export Enforcement where he spent 25 years, the last nine as the Special Agent in Charge of the Dallas Field Office. Tracy managed and participated in some of the Department’s and nation’s most high-profile international investigations, to include two of China’s largest telecommunications companies, as well as several international oil and gas companies. In 2011 and again in 2017, Tracy was honored to receive the Department’s Gold Medal Award, the highest honor given by the Secretary of Commerce.

In 2019, Tracy retired after 27 years of federal service and began working for the U.S. Department of Justice’s Federal Court appointed Corporate Monitor of a major Chinese corporation. This monitorship was established as part of a corporate plea agreement with the Department of Justice. As a member of the investigative team Tracy provided subject matter expertise on potential violations of U.S. export laws and assisted with various audits and reviews.

After the DOJ Monitorship concluded, Tracy founded a trade compliance consulting firm. He assembled a team of compliance and investigative subject matter experts who provided guidance on export regulations, export compliance programs, audits, investigations, voluntary disclosures, licensing, commodity jurisdiction, and corporate training seminars, to law firms, companies and individuals.

In January 2024, Tracy returned to BIS as a Senior Policy Advisor and Program Manager where he assists various headquarter entities with policy matters and other areas where his subject matter expertise can be utilized.

Tracy received his undergraduate degree in Management from Texas Tech University.
